Singapore Hokkien Huay Kuan (SHHK) is launching a 3-year BiCEP in all its 5 affiliated schools in 2007 for selected Primary 4 pupils. This programme is strongly supported by the Ministry of Education. 

BiCEP is designed by a team of experienced Chinese Language teachers, in consultation with Chinese language and culture experts to develop a core group of students who are effectively bilingual and bicultural. It places strong emphasis on empowering pupils to discover their Asian heritage and to nurture their interests to gain a deeper understanding 
of Chinese culture and language. 

This year's programme includes the following components:

• Children's Literature Appreciation and Creative Writing
• Chinese Culture and History
• Similarities and Contrast of Chinese and English Languages
• Chinese Oratorical Skill Training
• Immersion Programme (local and overseas)
• Chinese Cultural Activities

2007年，新加坡福建会馆响应政府的教育方针，首开先例为属下五间小学 的小四生开办一项为期3年的双文化华文优选课程（BiCEP）。这项课程由属校资深华文老师精心设计，并获得专家学者的咨询与指导，目的在培养一批双语兼通，对华族文化有深刻认识的学生。
道南学校将在2013年继续开办结合高才与主流两个源流学生的小四双文化华文优选课程。参与课程的两个源流的学生除了在英文、数学、科学和社会学科时分班上课，其它科目都会在一起上课。

双文化华文优选课程的内容如下：

• 双文化华文优选课－儿童文学赏析与创作
• 双文化华文优选课－中华文化
• 双文化华文优选课－中英双语对比
• 双文化华文优选课－口语训练
• 华族文化活动
• 国外游学和浸濡活动
